I have been involved in a local medium/large size event with a main ring where different type of transport drives into the ring parks up in a line for people to take photos from behind the pedestrian barriers.
My question is,
One of the vehicles weighing over 8tons drove into the line up and then had to reverse so to get in line with all of the other vehicles.
The vehicle did no come to a stop but continued driving backwards to the edge of the ring, through the pedestrian barriers and came to rest against a low loader parked on the outside of the ring.
Very scary time for all but luckily not one person was hurt
There are many factors why this incident happened but should this be reported to the HSE as a near miss?

If nobody was hurt then I don't believe so as it's not a RIDDOR Schedule 2 occurrence.

No need to report it to HSE but do follow through as a near miss!
Your situation is slighly different as it was an 'event' not a transport yard. However, reversing should be avoided but where this is not possible undertaken under controls (marked areas-segregated etc) and where these cannot be enforced, under the supervision of a banksman.
