POPIMAR vs PDCA

POPIMAR vs PDCA

As part of my duties as Health & Safety manager I am responsible for updating our company Health and Safety Policy. Now that PDCA has been introduced does that mean that the old and trusted POPIMAR " way of Managing Health & Safety" is no longer acceptable? Will I have to "convert" POPIMAR into PDAC? Further more, will there still be a requirement to have an "Arrangement" section which lists all the possible workplace activities we carry out?

It's a strange one isn't it becasue at a recent IOSH symposium (Bernie will back me up on this) the HSE talk that was given mentioned that POPIMAR will be going in place of Plan Do check Act, so it sounds like it will be, but as you said, where does that leave arrangements?

I am not sure if others know any different but the HSE representative was certainly suggesting it was the case.

I have not really looked into the PDCA much as for the Dip I'm trying to keep all my knowledge around the HSG65 model but i believe, from talks with our tutor that both are quite similar but the PDCA is more of a continual reviewing model at each stage. I also believe the PDCA is the basis of OHSAS 18001? But i am not 100% sure.

This is really confusing for me as I am about to sit my NEBOSH exam and If I am honest if they change it all fairly soon I have spent the last few months learning something that I will then need to unlearn, although like it has been said above they are fairly similar. I suppose that given that I know POPIMAR is being replaced is it worth mentioning that in the exam should a question come up about it? I doubt it would attack any extra marks since the marking system will still be based on POPIMAR.

We use the HSG65 model here and haven't been prompted by BSI auditors to change it at all, so I am guessing that the PDCA is part of that and we have not yet been asked about PDCA as part of 18001 either, so the advice is confusing.

For the sake of your NEBOSH exams though, go with HSG65. I had a question on that in my recent exam, so it is still on the agenda. Keep on with that as your learning syllabus, as I know it was a recent question.

And most of all, don't panic, stick the syllabus. At the end of the day, it is up to NEBOSH to base their syllabus on the changes that occur, so if it's not in their stuff now, you won't be expected to cover it indepth for the exam.

Good point, the only additional point I would mention that concentrate on HSG 65 but mention you are aware of the changes forthcoming, this may be a wee brownie point with the examiner, as it will show you are keeping up to date.

We are currently implementing the PDCA in our unit i dont know if it is a requirement but we have taken it on board.

Hope this was some help :D

As Angie says, it came up at the Safety Event we both attended a few months ago.

HSG65 was reissued last month (12/2013) and now says
HSE has moved away from using the POPMAR (Policy, Organising, Planning,
Measuring performance, Auditing and Review) model of managing health and safety
to a ‘Plan, Do, Check, Act’ approach.
The move towards Plan, Do, Check, Act achieves a balance between the systems
and behavioural aspects of management. It also treats health and safety
management as an integral part of good management generally, rather than as a
stand-alone system.
So going back to the original question

I'd say have a good read of the new HSG65, rather than us trying to debrief all 60 odd pages of it. Which is what I'm going to do over the next few days. ;)
