final exit direction arrow

Hi all, did a quick search but could not find the answer so hope someone here can help. I have always been told final exit arrow should point up, now it is being suggested that pointing down does not matter so long as an arrow is there pointing in the direction to go (up or down both meaning to go straight on). Your views and any regulatory info greatly appreciated.
