Hello all,
We're a contractor under CDM but 90% of the work in the CDM will be managed by us. There is an appointed PD, and the PC is still to be appointed.
We have been asking the PD when the pre construction info will be available and they have said they will not issue this to us, but will to the PC once appointed they will issue it to us.
My understaind is that the PCI info needs to be made available to all contractors and designers as soon as is available, which is my experience but also my intepreation of CDM. So the PD not issuing it is them being awkward for some reason
Can I have comment on who is correct here?

You say you are a contractor under CDM?
Are you the principal contractor (PC)?
For me this is about contracts not CDM, the PD will issue to the PC, and its up to them to disseminate the information to any other contractors.
Until the Client appoints a PC then the PD assumes responsibility until the PC is appointed.
Thats my take on what you have said within the post.

They could share the PCI with you but usually they will issue to the info to the PC first so any site conditions can be evaluated etc by the PC and they can introduce correct mitigation/site rules into place, before any contractor gets on site or makes their own rules up, contractors may have a good setup but setting out or setting site rules without the PC can be a bit of a no-no.
As I say, probably more to do with contracts and insurance than direct CDM regs
