Such a complicated case to apportion blame.

I am glad I am not a juror on that case

Me too Messy! Indeed, it is the smugglers who get off scot-free. https://www.gingersoftware.com/content/ ... /scot-free

Its not the smugglers, we're all to blame for this. While there a demand for cheap labor they will keep coming. The average monthly salary in Turkey is about 7,830 Turkish Liras (£320). UK min wage is £11.44. If you work in a car wash or a hotel you can make over £2,000 per month.
It mite not seem like a lot but just think about it. If you could move overseas and find an unskilled job that paid 5 times as much, would you go?
While people are willing to pay cash in hand for work and ask no questions, deaths will continue.

Whilst I accept some of your points, I think cuts to immigration process workers leading to huge delays in asylum claims and a queue of 170,000 asylum seekers waiting 83 weeks for a yes/no is also a big factor
There's effectively no 'safe route' for migrants now, which is why they risk the boats
Its a very sad state of affairs and an awful decision to make to climb aboard one of those leaky boats
