Actually, that's not so bad.
It's perfectly safe to climb up, it can't slip anywhere, the only real danger is to passers-by from the folded out legs, which are at least highlighted and protected with blue foam/cloth.
It would depend on how busy the stairs were, if it is a Fire Escape stairs etc, but in 'Strictly' fashion, I'd give it an 8

As Berni says, it can't slip anywhere, but if you asked 10 people if they thought it was acceptable, 9 would say no simply because it doesn't look right.
In the work place, you try explaining its safe to some one who doesnt understand, but, if you force the issue and let it happen, the next time they see something that doesnt look right, they wont question it and, splat, ragu all over the floor.

never did think about using it for training but you are right, its not as bad as it looks in the light of day, but its still a NO NO

Why a NO NO?
Angle seems about right, had it had 4 feet on the ground, it’s jammed in place. Might want to think about the stairway usage but can’t see a real alternative as far as the ladder is concerned.

Yeah, as long as there was a cordoned-off area or a second person to stop the general public from walking into it, I'd say that that was safer than the average ladder setup.

Might be blocking a fire exit though...
