We've recently moved into our shiney new buidling and have a lovely roof terrace on the 6th Floor, I've insisted we implement a no glasses outside policy but i was just wondering is there a law that actually states you can't use glasses on a roof terrace or is this something that might be stated in your lease agreement or alcohol lisence?

I think it's probably a requirement of your insurer, poor people below are going to get pelted with wet plastic tumblers ...
It might be in your alchohol license.

Duty to ensure the safety of employees and others who may be affected by your business
Management of Health and Safety at Work Regulations
Risk assessments for employees and others who may be affected
Common Law - Duty of Care to employees and others
It might be in your alchohol license.

To answer your core question, no there isn't a statute that bans glass drinking vessels on a rooftop terrace, whether it be 1 story high or 100 stories. The UK generally does not subscribe to such specific rulings (there's always an exception of course ).
It would be down to such matters as local byelaws, licensing requirements etc.
