Health and Safety Regulation
Can anyone help, just looking for a simple explanation of what is meant by a 'regulation' in terms of health and safety law.

Hi Kev.
If you think of the HSWA being the umbrella and the Regulations being the bodies protected within, this may put it in simple terms.

Keeping it simple:
The Health and Safety at Work etc Act 1974 laid down the key principles, such as The Employer must take care of their employees, employees take care of each other and cooperate with the employer to basically keep everyone safe. The Act also has the enforcement and punishment laid out for not doing it and and, very importantly, made provision for Regulations to be issued to cover specifics.
So the Regulations lay out the actual 'rules', such as Working at Height, Safety Signs etc, etc.
