A manager is intending to introduce a new work process. A risk assessment is required taking into account regulation 3 of the Management of Health and Safety at Work Regulations 1999.
Question, This is an outline one asking what factors should be considered when doing the RA. (Edited by Alexis)
Is the answer simply to define the 5 steps or is there more?

The 5 steps which you refer to are the steps to take when undertaking the assessment, an easy one to remember for the things to consider when undertaking a risk assessment is PEME

The five steps are :-
[*]Identify the hazards, (the process, where it takes place including access and egress, the equipment used, the people involved)
[*]Determine who might be harmed and how (employees, visitors, sub contractors, the public, intruders (esp children))
[*]Evaluate the risks and decide on precautions (worth mentioning the hierarchy of control)
[*]Record your findings and implement them (assign responsibilities and make an action plan, mention SMART)
[*]Review your assessment and update if necessary (state when the RA should be reviewed, eg a time period or if something changes in the process)

If it isn't broken, that doesn't mean you can't improve it. (Do three negatives make a positive ?)
