I hate it when they put those "this applies except when, ...unless this and that applies, in which case this..." clauses into legislation.

When in doubt, fall back on the 'General Fire precautions'.

Just as with all the various H&S Regs, in most cases you can fall back onto HSWA s2, s3 or s7.

We had an in house maintenance team and were looking at completing the cleaning of our kitchen canopies, ducting, extraction systems etc. After reading TR19 and the relevant advice on methods & frequencies etc, we ended up utilising the services of a local specialist contractor.

They provided all the necessary Risk Assessments, COSHH info, Method Statements, operative training info and approved equipment, conducted the necessary works and they cleaned up afterwards.

They were able to complete the task overnight which meant no disruption to services, we just felt this the easiest and safest option for us, probably not the most cost effective but after weighing the pro's & cons it was our best option.

I must add we were a large scale industrial catering operation feeding in excess of 15000 personnel per day, so it was high volume!
We also sub-contracted the operator to complete scheduled inspection & cleaning.
