I hope all is well.
I think one of the skills of the H&S Professional is picking your battles. For example if a task is so dangerous you think that there is risk of someone being seriously injured immediately then that needs to be a priority. If there is a spelling mistake on a document that doesn't stop that document being understood then you don't need to go mad on that immediately.

I appreciate you can't communicate details of the challenges or issues you found but expecting everything to be 100% all of the time isn't realistic and there will always be an element of banging your head against the brick wall that is safety perfection! I wish you the best of luck in your future endeavours.

I reckon "this always had been like that" as an excuse to avoid changes should be qualified as criminal offence.
