Apologies as this is not my forte
Is a DSEAR RA required for plant rooms based on the use of natural gas / gas under pressure / boilers etcetera? I get the impression that this is the case but would like further guidance from those in the know!

From June 2015 DSEAR also covers the risk caused by gases under pressure and substances that are corrosive to metals.
The light at the end of the tunnel has been turned off due to budget cuts..............

On that basis, that means that every commercial gas supply within the metered area qualifies for this. Is that the case?

Kngc I would contact a DSEAR specialist if your unsure, its a very specialised subject and you do need to ensure you have covered all areas that could fall within the scope of DSEAR.
