Is the following a RIDDOR?
A large boat has a radio mast extended and collides whilst navigating under a bridge that has a suspended scaffold under it. The scaffold is struck and damaged but does not collapse. The bridge is over a major waterway.

I would say no.
As I understand it the primary reporting authority for ships/boats is the MAIB (Marine Accident Investigation Branch). Other members who have worked in this field may disagree with me, so take this information with a small pinch of salt. The bridge owner needs to be contacted ASAP so that the scaffold can be inspected for damage.
