Handrail Height

Hi Guys,
i think I'm overthinking this one but here goes.
We are constructing a machine with a top landing on and open walkway, as edge protection we are fitting tube and clamp style tubes.
Actual area on top is about 16m² with a rail on all 4 sides accessed by stairs.
What are the regs regards top rail height, gaps between etc...
I have 950mm top rail and gap no greater than 470mm vertically but my design guys say 1100mm for landings, and that means we'll struggle to achieve a gap as low as 470mm with 30mm tube.
And what about gaps between the verticals...?
Which are the correct regs to use?
