Hi All
I've been asked to amend some RAMS, specifically a risk assessment contained within said RAMS
A H & S Manager from one of our client sites we are due to attend has queried our RAMS and specifically mentioned that the HSE guidelines for a maximum weight for a male to lift needs amending from 20kg to 25kg - incorrect on my part, I've checked HSE and 25kg is correct. However, he also said "Also the severity on a RA should not change. The probability will change once the control measure are put in place."
To me, he is generalising about all the RA that are in the RAMS and not just specifically to the manual handling one. In my still learning / post NEBOSH course and exams state of mind (passed NGC1 & awaiting results for NGC2&3), surely if you put control measures in place both severity and probability will/could change? I appreciate it depends on the hazard and relevant control measures but he appears to be suggesting that severity will not change on any RA. Maybe it’s badly worded in the email on his part but it’s completely thrown me!
Please can anyone help clarify?
Thank you
Lucy

Hi Lucy,Lucifer wrote:surely if you put control measures in place both severity and probability will/could change? I appreciate it depends on the hazard and relevant control measures but he appears to be suggesting that severity will not change on any RA.
touchy subject for some that I agree with you though, if you put in significant control measures then not only are you reducing the likelihood but also the severity (dependant) on other collective measures in place. For instance just because you have double handrails kick boards etc etc on a scaffold doesn't mean if you fall from it you couldn't die, but if you added lets say crash mats, safety netting then the severity would change even if you fell as you are hitting the netting/mats/bags.
So I guess it really depends on your control measures already in place as well as any extra collective measures you may then also put in to place.
They're your RA's at the end of the day and if someone else came along and assessed the same process the results may be different again, maybe they are just trying to pick holes.

Very controversial subject to a lot of H&S Practicioners. There are many posts on the forums about just that, there is one here:

Oh no, not this old chestnut again. The Battle Lines are already being drawn....
There is unfortunately a section of the profession that will always put Death as a possible outcome if using a Score Card system, even for a simple paper cut, because you might get a serious infection and die of Sepsis!
Thus their RAs are always a bit excessive.
There, that's set my position out, now I'll just sit back and watch what happens!
