we have our paints stored in metal shipping containers with ventilation with no heating outside and the paint has never been effected by the cold.

We are the same with our paints.

However, we have had to store other chemicals that could be affected by the cold in an alternative location.

Thanks for the replies i thought the cold might be an issue. if not they are all going outside. Any views on powder coating with no PPE not really a fire issue but I'm sure they are risking the health of their workers even a simple dust mask has got to be better than nothing. As i say every thing in the area was covered in dust so even if you just pick things up and move them around i would want a dust mask.
