I would totally agree with QS. A pallet truck is used to move material not lift it so comes under PUWER and not LOLER. Sounds like Camden Borough Council! The ones who refused to provide me with resident parking permits or trader permits when delivering medical aids to patients in the community on THEIR behalf and then charged us a fortune for a day pass.
