I can't speak for whatever the current situation is, but the NEBOSH qualification never had anything close to a 100% pass rate when I took it a decade ago - closer to 50% if not lower. I am very pleased to be working for a housing association that has dealt with anything close to being combustible cladding. Also being north of the border helps too.

It would depend on square footage, use of the areas, protected means of escape, staff numbers, staff activities.... Unless you specified in the advert that applicants will require an effective home-working set-up (much like you might say that applicants will need to be able to drive and use their own car) then I would say yes. The only other get-out would be if they do have the option of coming into an office but...

Seems pretty clearly a lost time injury to me. The fact that the symptoms didn't really kick in until later is irrelevant.
