Hi Tyban, At risk of being cheeky, have you looked at what the Air Force are doing? Their Flight Safety campaigns are good, as are their Personal Safety ones. From experience, best approach to take with service personnel is to make it easy to read, quick to digest, slightly cheeky, and to the point....

Our policy is self administration as well, reduces the likelihood of complications and legal action for incorrect administration.
Luckily none of our employees carry them, so we only have to cater for visitors and contractors currently.

As an aside, you can get training epipens online and a DVD for free. Can't remember the link though. If you have someone who carries one, why not pull your First Aiders in to a Toolbox talk to get the carrier to talk about their condition and show them the Epipen. The way I see it, you have a situation where there is a lone worker downstairs looking after visitors. Where they are not present, you have no means of verifying full evacuation without deploying further resource from the upstairs office.
