Have you ever gone through the full process of risk assessment, starting with critical analysis outlining your justification and then got to the end of the process and said; nope not happening!?
If so, how did you document that?

Briefly, it depends on the finer detail. Some of that sounds almost as expensive as what you have said the removal costs are estimated at, and they wouldn't solve the actual problem, whilst causing you new ones.
