They've been threatening to make registers mandatory for at least 5 years now, and I'm not (yet) seeing any further steps towards it. Interesting read and how the future may become. The key conflict I see is the competence procedure. Document now BS9997 as of this week....I feel this will evolve as time goes by and be an accepted approach to a management system for fire safety as HSG65 did become for H&S

This is only an opinion but opening up the stud wall I assume you wanting to make your flats join as one and blank off the current door to flat 4?
