Doesn't look like a health and safety training / competence system, more of a facility management & maintenance system.
Maybe helpful in a large concern like a hospital, prison, office block, but for a smaller organisation this can probably be done with a spreadsheet or even a diary.

If your chief concern is safety, and you think the repair makes the ladders safe (and you feel qualified to make that judgement) then the repair is probably fine. The most obvious answer is to buy another pump truck and keep it on the mezzanine. About £200 to get of a problem is not a very high price.
