Looks likely to be a warehouse, given the protective bars and 'spikes' in place on either side, plus the fact that the doors are inward opening and appear to be on sensors. Because straight after they quote 'Cars' they switch to speaking of Private Motor Vehicles. I think that is a bit of a screw up by whomever wrote it. If you've identified that disabled persons may well be present during an evacuation, I would expect a written procedure for their evacuation from the part of the building you are in control of as part of your general fire procedures. Whether you call this a generic PEEP or not doesn't matter too muc...
