I'd suggest you read through the PM28 Guidance notes from the HSE - see https://www.hse.gov.uk/pubns/pm28.htm where you can download a copy for free. It should give you everything you need to decide whether it is suitable for you to continue using or not. For occasional use and in certain situations...

Yup as above comments - it really does depend on the RA, as others have said just because they are in the same area doesn't mean they are exposed to the same risks.

Personally I prefer to wear slippers even when at home - I had the displeasure of standing on a dropped sewing needle in the home when I was a kid and rarely go barefoot anywhere as a result. In fairness - the Ladder Association Guidance Document LA455 Safe Use of Ladders and Stepladders states that Footing is the last resort when it comes to securing ladders. Just to add to that comment by Jack - any sign that you print yourself will not meet the technical requirements of a safety sign in terms of colourmetrics, material printed on etc. The sign may well print an ISO 7010 symbol but there is a lot more to it than that - in fairness it's not so important ...
