I see a near miss/hazard as spotting something at the time it is seen by any member of the workforce, our safety observations are snapshots of a process watched by a supervisor noting the good and the bad.

They should be clearly visible but was always told don't need to be in every room. I wouldn't avoid having toetectors, reasonably practicable?
Depending on size of warehouse you may also want to put in a distance rule where if an flt driver sees a pedestrian within a certain distance they must stop and acknowledge each other

As said above the risk assessment will play a big factor but if you your warehouse guys wear PPE then so should pedestrians unless you have physical segregation in place. What if the stock they are checking falls on their toes? Had this issue before and some office staff didn't want to put boots on ...

I inherlted one once that had 6 pages how to deal with a plane crashing in to this industrial site :-) it had all the rescue details in there. I agree with the above, keep it simple as a document that big won't work, it needs to specific to your company and realistic because it will be a dust gather...

Look for coordinator or admin roles to get your foot in the door, these roles will help your knowledge by seeing how what you learnt on NEBOSH works in reality and hopefully be mentored. Don't give up applying for officer and advisor roles but show your passion in the interview as people don't alway...
