I've never seen anything specific about storage height.
It really all depends on the risk assessment i would say.

Are they good pallets or damaged pallets?
Storing outside you need to consider the weather so could not stack as high as inside.
Is the floor level?
Are you storing near walkways?

I would suggest 2 cases in quick succession (timing needs to be defined) so that the local health can identify and isolate any potential local covid clusters.

Get the visitor to sanitise before touching anything.
Then just have a clean pot of pens and a used pot of pens. Someone then uses an anti bacteria wipe to clean the pens.

This is how our canteen runs.

Cant really comment if the person is competent to undertake RAMS and being the appointed person with limited information given. Would need to know competence, training etc. Nepotism is fine if the person is the right one for the job. Getting a job just because you are related or friendly with someon...

Such terrible scenes and another kick for an area already suffering on many fronts.

It immediately reminded me of the Tianjin blast in 2015. The 3rd explosion in that disaster was allegedly 800 tonnes of Ammonia Nitrate.
