All depends what you are manual handling. If its an office and the biggest thing is a box of paper it may well be sufficient. I don't use a stylus but use one note and type onto my ipad as I do audit or inspections. It syncs with the PC so you can just pull the text straight into other documents.

A lot of the time the H&S person isn't integrated with the rest of the management team. Either H&S is not seen as essential to the business, more of a paper exercise or the managers just think H&S is the job of the H&S manager.
