If the contractor can't provide the paperwork and details you require, can they be relied upon to carry out the work you require in a manner acceptable to you? Depending upon the size of the contract you may also want to go as deeply as looking at their days since last LTI, minutes of safety meeting...

I have found that most HSE Managers are recruited internally in large organisations from the pool of HSE Advisors because they have the relevant experience of the plant and systems used. On the other hand this also creates weakness in the management ethos.

It depends upon which line of work you are intending to follow.
Most candidates take the National Diploma but if you think the Environmental Diploma or International Diploma would be more relevant for the positions you will be seeking then go for those.

Are you saying NEBOSH manipulate their figures, the training providers manipulate their figures or that they lie when replying to emails? I very much doubt that as anybody can use the FOI Act in order to ascertain the truth should they so wish and if found they were not telling the truth it would be...

Peter perhaps a quick visit to the NEBOSH site would have saved you some time. The NEBOSH site only gives the individual overall certificate pass rates and does not give the method of learning pass rates. This is the reason I wrote to the individual training providers.
