I did the NEBOSH Level 6 Diploma (what feels like a 100 years ago :lol: )

Re-training is probably the best option here. however, trying to get staff to reattend training could be troublesome.

If they had attended the training, albeit unregulated, could they not conduct 'on the job assessments' to see if staff are competent and then reissue certification and only retrain ...

I feel your pain, welfare is a requirement for all sites, even transient sites, we had similar issues when digging up pavements/roads installing fiber.

Not sure this is entirely health & safety related as publicans usually fall under their local council for licensing although H&S does apply to them and they have a duty of care to protect their customers and members of the public, which it would appear he did not ...
