Quite a complex situation and for me nothing to do with Health & Safety.
This is an HR issue to deal with.
You can be put under house arrest, or tagged as an alternative to remand, but never heard of it for 48 hours for domestic issues before.

Interpretation is a lot to do with it
If they are not aware of the change in risks due to distance, maybe it is not only the RAMS that need updating?
