Certainly IOSH requirements are very tight and unless you are planning on delivering a course every couple of months minimum, then forget it, the costs are far too much. You're talking £1,000s, but you'll need to contact them to get the current prices as they don't share them unless you ask for deta...

if the debris is from Crumbling Fire breaks then they need remedial action anyway, otherwise safe is impaired causing even greater problems.

some fields on hot days they can get dusty, very dusty. My take on the issue you describe is that the requirement for a mask is not as 'PPE' which is for protection from a harmful substance, this is simply fine dirt, so not a 'dangerous substance'. Now it could be argued that the 'dust' being blown...

weather a bit changeable here, 1st thing the forecast was for rain all afternoon, now it's only rain 1600-1700, but it's overcast, and clammy outside, like a storm is coming...
