Hi, I would suggest you bring in a consultant immediately to ascertain where the asbestos has come from and the potential spread of the contamination. I would get them to find out the scale/type of contamination, to decide if the works are licensed, or not. Remember it is typical of situations like ...

In theory yes, as long as it is protecting against the right particulate.
What are you donig that requires RPE? The selection of equipment will be important to ensure it will be used, is effective and won't require too many replacements if the wrong filter type is used.

The fact it is a school isn't actually that relevant - it is to do with a building and its structural integrity, a building surveyor should be instructed to advise.
