Thanks for all the comments. FYI we've got a note from the Dr confirming the boot is to treat the old fracture - so that'll be useful information to keep on file!

Thanks folks - you've all confirmed my thoughts too.
I would document as an accident, get as much detail as possible regarding the "old" fracture and how it happened etc, and then not report to RIDDOR as the accident did not cause the fracture
