Periodic inspection times should be determined by a competent person fully verses with BS7671 and 5839, not the building user.

Hi Messy, no there's no commissioning certificate. It was done by a local electrician who says that he cannot commission systems... I may be wrong but I think that as soon as you grit or put any kind of treatment on to ice you are taking responsibility for its safe use.

Messy never mentioned the condition of the EL. However, if you wish to go down that route, even though it wasn't part of the question, and we assume the EL is also an issue for whatever reason..... How about isolating the affected circuits, thus removing the fire risk, and install temporary surface mounted lighting?
