Making new testing equipment - no standards?!

Experts needed please ... We have a department in my workplace who are making their own pressure tester - they haven't bought this, buy built it and created the equipment themselves so there is no manufacturer guidance, CE marks etc. The bit that I am worried about is that the equipment uses 750 PSI...
