Have you thought about using one of the various "man down" apps that are available? Not sure if your drivers are equipped with a company smart phone but it could be something worth looking in to.

We have had the areas by the entrance doors scuffed up by a contractor to provide a bit more grip. Also agree that it sounds like a behavioural issue with the drivers not taking into account the weather conditions.

In many areas of UK law the government has provided extensions to cover periods where training and certification are required (MOT, driving licences, first aid etc).
Have you tried giving diving@hse.gov.uk a go? They should be able to provide answers to your questions.

I would also consider the NCRQ Certificate in Applied Health and Safety, this is done through an online portal with no exams, assessment is through essays and reports on the various subject matter. If your assistant then likes H&S they can bolt on other courses which can ultimately lead to a dip...

If you look on the AJAN website it says they provide training, though i'm not sure how suitable this would be for your work situation. To be fair NEBOSH are only changing because they have been put under pressure from NCRQ, i'm guessing that they have lost quite a bit of business and have decided to try and stem the flow of lost business.
