If my memory serves me correct you can resit individual units provided it is all done within 5 years of passing one of the other units but couldn't say for 100% certainty as its been a while.

It explains what you are going to learn, what the learning outcomes are and NEBOSH can only test you on those outcomes, its not like they can throw a spanner in to try and trick you.
