Have you looked at a step platform ? It will have increased stability over a ladder/step ladder and will have a hand rail for support.
Geez, I just looked at the prices, so maybe not. Im sure I once saw a 3 step platform with hand rail for under £50 but now, ouch.

What you are doing doesn't sound like a Fire Risk Assessment to me, more of a safety advice list. For smoke detectors, you dont need them in every room. Just saw a youtube video on this by a guy in America who does computer repairs. He bought the parts to build his own e-bike and it burst in to flames on him. Apparently he asked for a specific battery from the company in China and paid extra for it, but they sent him crappy chinese versions instead....

Distance wouldnt be a concern for me as long as they can get away from the fire.
