Have you looked at a step platform ? It will have increased stability over a ladder/step ladder and will have a hand rail for support.

Geez, I just looked at the prices, so maybe not. Im sure I once saw a 3 step platform with hand rail for under £50 but now, ouch.

What you are doing doesn't sound like a Fire Risk Assessment to me, more of a safety advice list. For smoke detectors, you dont need them in every room. Just saw a youtube video on this by a guy in America who does computer repairs. He bought the parts to build his own e-bike and it burst in to flames on him. Apparently he asked for a specific battery from the company in China and paid extra for it, but they sent him crappy chinese versions instead....

Distance wouldnt be a concern for me as long as they can get away from the fire. Its more the risks of single exits being blocked by the fire, the distance issue is more about time, the longer it takes to get out the greater the chances of being trapped because the fire has grown.
