Shot blasting - DSEAR requirements?

As shot blasting creates lots of dust, would this be considered as an explosive atmosphere (dust cloud explosion) under DSEAR?

There is a risk that the dust being created is explosible. This depends on a number of factors. The type and properties of the blast medium should be considered. Generally blasting mediums are inert.

Blasting mediums vary from steel shot to copper slag, garnet or even sodium bicarb. With a blasting medium such as steel shot, this will break down (as it strikes the workpiece) and create finer dust particles. This dust can mix readily with the removed surface material from the workpiece. Often paints and anti corrosive coatings and oils will be removed from the surface and these will mix readily as a fine dust.

Lastley, the dust is often collected by/through a filtration system (either LEV or recycled through a filter/hopper system). There is a risk that this fine dust and substance mixture can be combustible.

As I understand it, the risk of fire is more likely. Dust explosions are usually low pressure explosions?

The client I was assessing shot blast wooden signs with garnet so I have identified a wood dust combustible and explosible hazard and recommended appropriate control measures.
