Multi Occ Mill complex

HI All

I have a couple of questions re Multi occ Mill.

Who is responsible for the Health and Safety of the whole Mill?

The owner of the Mill is concidering employing one of theese companies that conduct an initial survey and then online training etc. he believes that if he employes a third party company he would no longer be liable for any accidents or injuries,

Is this correct?

Theese companies dont do weekly fire alarm tests or any genral monthly safety audits.

I have advised that someone should work at least one day a week to do the tests and genral audits including risk assessments

any advice wouold be welcome

So, not 100% clear on the situation here, although I'm sure it was to you when you wrote it.

Am I correct in assuming you are referring to an old Mill that has now been converted into office space and workshops/industrial units?

And when you talk about

you mean a H&S company rather than a Facilities management company, because an FM company wouldn't usually do their own H&S aspects?

So on that basis, the short answer is no. Employing an H&S company does not absolve the owner of accountability.
They can delegate 'responsibility', ie. give the day-to-day running of the place to another company, but they cannot escape the 'accountability' of it being their building.
Responsibility and Accountability are two distinct areas.
These 2 words tend to be treated somewhat interchangeably in normal language, but in Law they are very different. .salut
