Storage Carousel - LOLER

Hi

We have a machine for storing cable drums, it operates by hanging the drums on the machine similar to below, and when operated the machine moves up or down to bring the required stock to the operator.
We also have similar machines which use shelves for storing items in.
I am still relatively new to this business and cannot see any LOLER checks etc I know they have had the machines for nearly two years so I would've expected to see something relating to LOLER. Or would this not fall under LOLER? I see it as a machine which lifts and lowers stock, but am happy to be incorrect.

I would say this would be covered under PUWER, the equipment is not designed for lifting but for storage, lifting is a part of the process of being stored, as much as sack and pump trucks lift the equipment being moved but its primary job is to transport items, these are covered by PUWER.

Another way to think of it, it is a self-contained unit, there is no risk in the lifting process of injury because there should be inbuilt safeguards in place.
