I don't know, it sounds like many of the issues were within people's homes and how they connected to the risers. Maybe it wasn't so apparent in his home, and having never looked at the building's FRA, he'd be unlikely to discover something like that any other way.

And of course there's the issue with failing to spot the issues that are 'normal' – those you walk past every day, in comparison to walking into a strange building and looking at it with a strategic approach.
We often think that when we have completed our study of one we know all about two, because 'two' is 'one and one.' We forget that we still have to make a study of 'and.'

Explanatory note on large scale cladding systems testing

From: Department for Communities and Local Government
Part of: Grenfell Tower
Published: 20 July 2017

"This note explains the large scale testing of cladding systems the government is undertaking, to understand better how different types of ACM panels behave with different types of insulation in a fire (these tests can be used to show compliance with the building regulations guidance).

These tests will help building owners make decisions about any further action they need to take to make buildings safe, and or assure themselves that existing cladding systems are already safe."

Yet will the residents be so happy about that when they realise that the only likely outcome is a large fine?
No matter whether it is Kensington & Chelsea or not, it's still their Council Tax that will be the ultimate loser.
The only penalty (if found guilty) that can be awarded would be a large fine and a Publicity Order to have them admit their actions.
That is the problem with using 'Corporate' legislation against a division of government, be it national or local. The public gets to pay anyway. :?

If you can spare a few minutes, checkout this incredibly prophetic series of excerpts of the brilliant BBC drama House of Cards from the 1990s

There are so many similarities to the Grenfell disaster and the political/social response it's quite amazing

Improvements to tower blocks in camden. My fav is the covering of electrical wiring. I bet the council paid a small fortune for that as well.
