The advice is quite specific, perhaps your tutor could advise ?

Directly from the official guidance document, so all acknowledgement given to NEBOSH Copyright. ;)
The report should be approximately 4,000 words in total, excluding the References and
Appendices.

No penalty will be applied to reports which exceed 4,000 words but candidates
should aim to keep their word count under 6,000 to avoid the main requirements of the
project brief becoming lost and the report losing clarity
.
Quite plainly stated - but what I might suggest is that potentially you are including "irrelevant material" or perhaps the chosen location is too big an area and you've got too many observations covered?

Conversely, I don't have a copy of the relevant Guidance Document from 2010/11 when I took mine (though I assume the word count 'statement' was the same or similar), but I submitted a little over 7,300 words and passed with 75% on the ED2... In fact I scored better on that than I had in the exam.

So if you're confident there's no superfluous rubbish included, go for it.
