Even if they fell and got away with their lives I suspect they would still be stupid Like the man who cleans my gutters and still won't learn!!
My gutter man, (who broke his foot when his ladder slipped and he fell from similar height to your men in the photo), explained to me that his "safety" risk assessment concluded he now needs a man to foot the ladder.
He thinks climbing up to the gutter at the front of the house, cleaning it and then just doing a casual (limping) up the apex, over the top and down the other side to clean it is now safe as he has a man footing the ladder. Not on my roof!!!
