Lolli pop man High Five ban - unban

There have been a few stories in the news recently where the local authority has taken once stance and then reversed things when it hit the news.

Two parking fines have been cancelled.
One for a guy who stopped in a bus stop to give some stuff to homeless people. The guy appealed and the council, upheld the fine, and the Mayor said it was right in the local press, but then they reversed their position and cancelled the fine when it went to the national press.
Another guy was working away from home when it snowed and his parking permit got covered. Again, failed appeal until it went national and then decision reversed.

Not health and safety issues, but shows a trend.

Then we have the lollipop man who high fives kids as they cross the road. The local council say this is unsafe as it is a distraction and the guy needs to be concentrating on the traffic. Local parents complain, council hold firm, parents go to the national press, council change their position and say its ok now.

Now, for the purposes of this forum, were the council right in the first place and just caved because all bullies are cowards? or was there just a jobsworth being a jobsworth in causing the problem in the first place?
