i think the answer is YES Johnno.

ultimately it's down to the license holder who is driving the vehicle who takes responsibility of the vehicles condition. the rozzers (sorry, police :D ) don't take any excuses when giving out tickets.

i was taught to do vehicle checks when learning to drive many, many many years ago, and i know it was part of the HGV test a few years ago when i did it.

I think there's maybe two main issues or reasons why vejicles go out on the roads in an unsafe, unchecked condition.

1. Management pressure to "get the job done" when the management are more concerned with deadlines and targets than safety.

2. Complacency on the behalf of the managers and the drivers that the vehicle was fine lst time so will be this time.
So when the whole world is safe..............what are we going to do then?

I'm ex RAF and they used to call the checks 'First Works' am assuming that was the same name you were used to?
yes mate Army call them first and last parade checks .salut
