As well as Wills good advice, I would obtain a copy of HSG65 and have it in your desk. I know a lot of office managers that follow this guidance and see it as their HS bible :)

While most processes and procedures are dependant on risk based assessment, it is still a requirement of PUWER to have an assessment in place.
Call it what you like but if there is no PUWER assessment in place in the case of an accident and god forbid entrapment. You will be prosecuted.

I would suggest that you may be in breach of the PUWER Regs which requires “protective devices” including emergency stops etc.

The only issue that I ever came across was at shift change if the isolating person left his lock on and went home. When we came to start up we couldn't get the lock off. I see this as the "competent person" being either the permit issuer or A N other who has inspected the isolation and given the go ahead.

Remember you cannot write and issue your own permit for work you are doing.

I would take issue with the 7 day hot work permit. The permit issuer is signing to state that the job has been checked and is safe to start as long as other conditions listed on the permit also comply. Not sure - but I checked the HSE website and found this article - and at the bottom it advises further reference to the Electricity Regs?

Have you seen the change that's come in this week with fit notes (sick notes).
Employees can now be off work for 28 days without a Dr's note instead of the previous 7 days
