COSHH assessments should not be that troublesome, like most risk assessment its commonsense documented. Some usefull links are; COSHH Basic - HSE COSHH Essentials Working with substances hazardous to health (pdf document) ...and the folks here are always willing to guide you in the right direction.

Take a look at The Health and Safety (First-Aid) Regulations 1981 Approved Code of Practice and guidance.

Section 37 should be of interest.. it titled "There is no mandatory list of items to be included in a first-aid container...."
