<p>Since November 2006, HSfB has been running regular free prize draws for our newsletter subscribers.</p>
<p>The first free draw, launched on 5 November 2006, was a &#8216;one off&#8217; draw where all entrants were placed &#8216;in the hat&#8217; and winners were drawn by an impartial member of a renowned health, safety and environmental establishment (<a title="NEBOSH" href="http://www.nebosh.org.uk/" target="_blank">NEBOSH</a>). The total value of the prizes given away for that prize draw was a fantastic £7,260!</p>
<p>Since then, the concept grew and grew until we had several kind organisations and individuals donating prizes on a regular basis.   The prize draws have helped to change so many lives and I&#8217;m convinced these lives aren&#8217;t limited to just those winning prizes.   I believe the work any health and safety professional does helps to save lives every single day.</p>

<h2>Having a Break</h2>
<p>This year, in the run up to HSfB&#8217;s tenth anniversary, we will be making significant changes to the way we provide our services to you.   For that reason, the prize draws will be taking a break this year whilst we focus our efforts on those changes.</p>
<p>With technology changing regarding the way we use the internet and the increasing use of mobile phones, tablet pcs, social networking sites etc, we will be developing our website with all of this in mind.   The end result will be a feature rich site to allow you to find our downloads and revision tools much more easily as well as giving you more options to personalise and tailor the site to your own needs.</p>
<p>In carrying out these changes, we will be in a much stronger position to grow HSfB to allow us to continue providing free support for HS&amp;E professionals / students and to continue to give more and more free stuff away!</p>

<p><a title="Go to Health and Safety for Beginners now" href="Hey Swampy, welcome to the forums  :D  :wave:   For me, terminology is key in confined space entry and the controls required.   If there is no risk of breathable air being affected, or injury from hazardous substances or dangerous conditions, then it may not even be a confined space in the first place.     Gas monitors do just that, monitor gasses.   Our confined spaces (or potential confined spaces) may have two or three types of gasses or substances present, so we use an oxygen monitor instead.   We have identified the gasses or substances that could be present but instead of having two or three gas monitors, we have one oxygen monitor to measure breathable air levels.  My point is, do a risk assessment and identify anything that could classify your work area as a confined space area.   If you can eliminate the hazards that could lead to the area becoming a confined space area, then it's just a work area requiring a risk assessment if there's still risks present, i.e. trip hazards, poor lighting, work at heights etc.  People's perception of a confined spaces vary greatly.   We have a 16&quot; pipe where guys need to check weld quality inside, but it's not a confined space as the work will never lead to a lack of breathable air or other dangerous conditions.   We also have a factory roof 40' high, completely wide open with no false ceilings etc, yet we consider this a potential confined space due to the build up of toxic gasses from the heating system. <p>Brazil has declared three days of national mourning for 231 people killed in a nightclub fire in the southern city of Santa Maria.</p>
<p>HSfB and our members would like to send our sincerest of condolences to the victims, families and friends of this dreadful tragedy.  Our thoughts are with all involved and wish those injured a very speedy and full recovery.</p>
<p>Praise must be given to all those members of the public, police and fire personnel for their bravery and assistance in their rescue attempts, not forgetting the care given by all the hospital staff and Doctors involved.</p>

<p>The Health and Safety Executive (HSE) has today announced that its cost recovery scheme, Fee for Intervention, is going ahead but will now not start in April 2012.</p>
<p>The scheme sets out to recover costs from those who break health and safety laws for the time and effort HSE spends on helping to put matters right &#8211; investigating and taking enforcement action.</p>
<p>Law-abiding businesses will be free from costs and will not pay a penny.</p>
<p>Gordon MacDonald, HSE&#8217;s programme director, said:</p>
<p>&#8220;The Government has agreed that it is right that those who break the law should pay their fair share of the costs to put things right &#8211; and not the public purse.</p>
<p>&#8220;The Government intends to proceed with the FFI scheme as recommended to ministers by HSE&#8217;s Board in December in response to the formal consultation that took place last Summer.</p>
<p>&#8220;Discussions are still taking place on the technical details of the scheme, which we expect to conclude soon.</p>
<p>&#8220;Therefore, FFI will not be introduced in April but at the next available opportunity, which is likely to be October 2012.&#8221;</p>
<p>HSE is taking advantage of the extra time to work further with businesses to improve their understanding of the scheme and how it will affect them.</p>
<p>Detailed guidance for employers and organisations will be available on HSE&#8217;s website ahead of implementation.</p>
<p>A practice run of the new processes and procedures underpinning the scheme is already underway in HSE and will continue until the scheme is implemented.</p>

The aim was to understand the degree to which the various approaches impacted positively or negatively on worker involvement in health and safety matters, and identify what could potentially be transferable both to other construction projects and to industry more widely.</span></p>

<p id="AutoGeneratedID-3">More specifically, this research project sought to explore in more detail the range of initiatives and approaches used, for example behavioural safety training and daily activity briefings, assessing their impact on worker involvement, attitudes and behaviours and other desired outcomes.</p>
<p>The research, funded by the Health and Safety Executive, explored these issues through:<br />
• a review of documents<br />
• analysis of existing data<br />
• four in-depth case studies of projects within the Olympic Park<br />
• interviews with senior leaders from the Olympic Delivery Authority (ODA) and CLM (a delivery partner appointed by ODA to manage the construction programme)<br />
• an indicative survey of worker views (including managers, supervisors and operatives).</p>
<p id="AutoGeneratedID-5">The context for the research is a strong public commitment to safety from the ODA resulting in a remarkably good safety record that was recognised in the form of a five star award for safety from the British Safety Council.</p>
