23 October 2004 - New Guidance Published by ECA on Stepladder Usage Alternatives

The Electrical Contractors' Association (ECA) have published a guidance, in an effort to eliminate or reduce the risk of falls from stepladders to engineering contractors and electricians.   The publication is the contribution by the ECA to the European Week for Health and Safety at Work.

The Health and Safety Executive (HSE), Amicus and some leading trade associations helped in the production of the guidance "Practical Alternatives to using Stepladders".  

Workers who choose ladders as their means of access, will find this guidance informative for safe use of stepladders, in areas such as, planning, competency, training and choice of temporary access equipment.

Mr. Paul Reeve ECA health and safety advisor commented:

"The guide is designed to help both contractors and clients. Contractors need to keep an open mind about choosing and using alternatives to steps, particularly in advance of next year's Work at Height Regulations. However, if clients or major contractors ban steps they should be prepared to discuss practical alternatives with contractors."

Mr. Andrew East HSE inspector added:

"HSE is committed to being a good partner. Working with others to improve health and safety is key as the people best placed to make workplaces safer are the staff and managers who work in them. In 2003/04, 67 workers died and many thousands more suffered serious injury as a result of a fall from height in the workplace. Falls are the most common cause of fatal injury and the second most common cause of major injury to employees. This guidance is one way in which we hope to reduce the risk of falls from height and improve safety at work."

The guidance by the ECA is in 2 parts, with the second part being published in November 2004.   This second part will include photographs of platform steps to podiums, mobile platforms and towers as being possible alternatives to stepladders.
